Kelling and Moore (1988) argue that policing in America consists of three distinct eras (political, reform, and community problem solving) which differ by seven different dimensions (legitimacy, function, org’l design, relationship to environment, demand, activities, and measures). Their conducted their analysis over 30 years ago. Based on your understanding of policing in a democratic society, history, and evolving strategies of the police – are we approaching a new era of policing?

1. If not, explain why the community problem-solving era will continue into the foreseeable future. Why is this style of policing appropriate for the 21st century. Or,

2. If we are approaching a new era, what do you think this era will look like? What factors are influencing this change? Which dimensions in their framework will likely look different moving forward, and why?
