Racial Behavior to Policy

I​‌‍‍‍‌‍‍‍‌‍‍‍‌‌‌‌‌‌‍‍​llustrate how both a policy difference and a behavioral difference exists in how Black people interact with the state (in policy terms) and the political system (in attitudinal or behavioral terms).

Generate an argument as to how the policy difference you identify and the attitudinal/behavioral difference you identify each might be thought to cause the other. What change might you propose to one or the other to reach more equitable outcomes?
